In Open and Distance Learning (ODL) you do not attend a campus every day. The university sends you specially written self-learning material, in print and digital form, and supports you with periodic contact classes, assignments and examinations.
It is the longest-established flexible route to a degree in India, and still the one that copes best with shift work, family responsibilities and a weak internet connection.
Under UGC regulations, a degree earned through ODL from a recognised university is treated as equivalent to the same degree earned on campus.
There is no fixed class timetable to miss. You study when your work allows.

Every university has its own calendar, but a distance-learning term follows the same five stages.
You apply on the university's portal during an admission cycle, with your DEB-ID.
Self-learning material for each course reaches you in print, in digital form, or both.
Periodic face-to-face sessions with teachers, held where the university is permitted to hold them.
Written work you submit during the term, which counts towards your internal assessment.
Written in person at an examination centre arranged by the university.
This is the rule distance learners most often miss. You may enrol with a recognised university from any part of India, but the university must conduct admissions, contact programmes and examinations strictly inside its own territorial jurisdiction.

A state or private university holds its examinations and contact classes inside its own state. So if you live in Puducherry and choose a university in Tamil Nadu, or in any other state, expect to travel there for them. Before you enrol, ask the university in writing where your examination centre will be.
If that travel is not possible, a university whose jurisdiction covers where you live, or an online programme, may suit you better. We talk this through with you before you decide.
These are the degrees most widely available by distance. Subjects differ from one university to another, and each university's approved list is published session by session.

Eligibility, minimum marks and fees are set by each university. We confirm them with you for the university and session you choose.
UGC does not permit programmes in certain disciplines, or their allied areas, in online or distance mode. If someone offers you one, it will not lead to a recognised degree.
UGC has also withdrawn online and distance programmes in subjects covered by the National Commission for Allied and Healthcare Professions Act, 2021.
Where a degree such as B.A. offers several subjects, only these subjects are withdrawn. The rest of the degree continues.
Distance degrees in India are governed by the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020, and their later amendments. They are administered by UGC's Distance Education Bureau (DEB). These are the points that matter most to a student.
Only universities that UGC has recognised or entitled for ODL, and only the specific programmes approved for each of them. The regulations cover universities and institutions deemed to be universities.
Approval is published for each academic session. A university listed last year is not automatically approved this year, so check the list for the session you are joining.
Degrees and postgraduate diplomas awarded through ODL by a recognised university are treated as equivalent to the corresponding awards in conventional mode.
If you are admitted to a recognised programme during its recognition period, your admission stays recognised until you complete the programme, even if the university is not recognised in later years, provided the programme is run within its territorial jurisdiction and according to UGC norms.
A learner living in any part of the country may enrol, but the university must hold admissions, contact programmes and examinations strictly within its territorial jurisdiction.
Indian learners must create a DEB-ID on the UGC-DEB portal, using their Academic Bank of Credits (ABC) ID, before they enrol. Once created, it remains valid for all your future distance and online study.
A university must run its ODL programmes under its own complete ownership. It cannot offer them through a franchise, and no admission may be made to a programme said to be offered in association with a private service provider.
Only a university already recognised for undergraduate, postgraduate or postgraduate-diploma programmes in ODL mode may offer certificate or diploma programmes by distance, with the approval of its own authorities and the relevant regulators.
You may be able to move between distance, online and campus modes within the same university, subject to its own rules and approvals.
Where a programme also falls under another statutory council, such as NCTE for teacher education, that council's approval is needed as well.

You can also earn a degree from a university abroad without leaving India. These programmes follow different rules from Indian online and distance degrees, so it helps to know where they stand.
The degree is awarded by the foreign university under the rules of its own country. It does not appear on the UGC-DEB list, and the DEB-ID does not apply to it.
Many are run with an education-technology partner that provides the learning platform and student support, while the university sets the curriculum and awards the degree. Common choices are the M.B.A., master's degrees in data science, artificial intelligence and computer science, and the D.B.A.
Where an Indian university or employer asks for it, equivalence is decided by UGC under its 2025 regulations on foreign qualifications. The university must be recognised in its home country. Qualifications earned through a franchise arrangement are not considered, and degrees earned online may be examined more closely.
UGC's equivalence regulations do not apply to professional qualifications such as medicine, pharmacy, nursing, law and architecture, which are governed by their own councils in India.

Under Regulation 22, a degree awarded through ODL by a UGC-recognised university is treated as equivalent to the same degree in conventional mode. Individual employers and universities abroad set their own entry requirements, so check for the specific job or course you have in mind.

The regulations allow movement between modes within the same university, subject to its own rules and approvals. It is not automatic, so ask the university first.
